The Services and Activities Fees Allocation Committee at WSU Vancouver plays a critical role in enhancing the student experience by overseeing the distribution of student fees. This committee holds the primary responsibility for recommending budget levels for campus operations, facilities, and reserves. By evaluating financial requests and aligning them with campus needs, the committee ensures that student resources are used effectively to support a vibrant and inclusive university community.

Committee Bylaws

Mission The committee has initial responsibility for budget levels allocated to operating, facilities, and overall reserves. The committee recommends budget allocations to the chancellor for transmittal to the president.

Composition and Tenure The chancellor appoints the Vancouver campus S&A Fee Allocation Committee as follows:

  • Five undergraduate students with one-year terms (recommended by ASWSUV).
  • One graduate student with a one-year term (recommended by ASWSUV).
  • One faculty member with a two-year term (recommended by the faculty organization).
  • The vice chancellor for finance and operations or designee and the vice chancellor for student affairs and enrollment or designee.
  • The chair of the committee is elected from the student members.
  • Each member has one vote.
  • A quorum consists of five members, a majority of whom must be students.

Policies The vice chancellor of finance and operations is authorized to approve budget variances of the greater of $200 or 10%, provided the variance remains within the original intent of the request. For amounts over this, the vice chancellor of finance and operations and the president of ASWSUV review and authorize amounts of up to $2,000 or 10% of the requesting amount, whichever is greater, as long as the budget variance remains within the original intent of the request.

Student Committee Chair Job Description

The student chairperson performs the following duties:

  • Follows up with committee members who miss meetings to provide updates, particularly regarding the orientation meeting.
  • Works with the vice chancellor for student affairs and enrollment to confirm protocol for budget hearings.
  • Meets with the ASWSUV vice president for a briefing on parliamentary procedures.
  • Reviews budget proposals with the vice chancellor for student affairs and enrollment and the vice chancellor for finance and operations to confirm requests are valid.
  • Assists in preparing copies of budget request forms and supporting documents for committee distribution.
  • Notifies committee members when request packets are available for pickup.
  • Communicates with presenters participating in budget hearings to confirm attendance and explain the hearing format.
  • Assists the student affairs administrative manager with decision memos sent to all applicants after the committee determines allocations.
