Program Limitations:

The Border Bill is designed specifically for part-time enrollment. Students must enroll in eight credits or less to maintain eligibility for resident tuition rates. This benefit applies exclusively to courses taken through the WSU Vancouver or WSU Tri-Cities campuses. If enrollment exceeds the credit limit, out-of-state tuition rates may apply to the entire course load.

Application Process

To access the benefit, follow these steps:

  1. Complete the Admission Application to become a student.
  2. Create your WSU Network ID.
  3. Submit the official Border Bill Application Form to verify residency.

Eligibility Criteria

To qualify for the Border Bill, you must meet the following requirements:

  • Location: Maintain residency in one of these Oregon counties: Clackamas, Clatsop, Columbia, Gilliam, Hood River, Morrow, Multnomah, Sherman, Umatilla, Union, Wallowa, Wasco, or Washington.
  • Credit Load: Enroll in eight credits or less.
  • Recent Relocation: Individuals who moved from an eligible Oregon county to Washington within the previous 12 months may still qualify.

Scholarship Renewal

Students must submit a residency verification or application for each term they wish to utilize the Border Bill rate. Continued eligibility depends on maintaining a permanent residence within the approved counties and adhering to the part-time credit limitations. Review specific restrictions on the application form to ensure consistent compliance with state regulations.
